   Full audit of issued certifications, immutable export, and freeze of the legacy LMS to read-only mode during migration.

   Content migrated in program waves, each verified against the legacy source before cutover.

   Assessment rebuild

   Assessment engine rebuilt natively in Vestval Learn rather than ported — the legacy assessment was the single biggest source of reliability issues.

   Phased learner cutover

   Cutover by program with white-label theming verified per program, and learner support staffed up during the cutover window.
